The Abbott Government has appointed David Kemp and higher education program director of the Grattan Institute, Andrew Norton, to jointly head the review of the university funding system.
In a paper released in April, Norton suggested that university funding difficulties could be solved by introducing higher student fees and the re-introduction of capped university places would be “a policy tragedy”.
Under the previous Labour government the capped system was replaced with one driven by demand for courses, causing a spike in university enrolments but concerns the quality of education could be tarnished.
